This report is a synthesis of best practices across national, regional and international STI Observatories. It describes both structure and activities, and then provides recommendations for the operation of AOSTI. The information in this report was obtained through desk research, supplemented with interviews.

The intended audience for this report is the governance board of AOSTI. The recommendations are also be of interest to relevant members of the African Union Commission. 

The overall goal of this study is to provide a detailed synthesis of best practices among STI observatories to inform AOSTI activities at both the programme and governance levels. The objectives of the study include the following:

  a) Identify activities and governance structures of national STI observatories across the world;

  b) Review regional and international structures that could provide insights and serve as models for the AOSTI;

  c) Provide key observations and recommendations for AOSTI, within the context of the African Union STI system.
