Objective: To produce a conceptual framework for reviewing African NISs and designing innovation policies

Project summary:The concepts of national innovation systems (NIS) and innovation in general are increasingly being used by African policy-makers. Some countries reviewing their traditional S&T policies and introducing innovation oriented policies. There is also growing interest in the application of the concept of NIS. International organizations such as the United Nations Conference on Trade and Development (UNCTAD), the United Nations Educational, Scientific and Cultural Organization (UNESCO), the World Bank, and the Organization of Economic Cooperation and Development (OECD) are supporting some African countries to conduct NIS reviews. For example, UNCTAD has supported Angola and Ghana to conduct such reviews while OECD has supported South Africa to undertake innovation surveys and review its national innovation policy. Countries of the Southern African Development Community (SADC) are being supported by Finland to conduct reviews and design strategies for development NISs.

The national efforts to formulate innovation policies and the various initiatives to review NISs use different approaches. In general there is a lack of conceptual clarity and a common framework for NIS review. The absence of a common framework for reviewing NISs as well as the lack of conceptual clarity on what constitutes innovation and NIS makes it difficult for countries to compare policies and share information on their NISs.

Outputs:

-          A framework for reviewing African NISs and designing innovation policies;

-          A programme for supporting countries to undertake NISs reviews and innovation policy formulation;

-          Provisions of appropriate metrics to gauge NIS in Africa.
